The Neo-Assyrian empire of Isaiahs day created a web of highways connecting the major cities of their empire. The purpose of these roads was to enable heralds to relay messages quickly and reliably. Isaiah uses this metaphor to describe a time of preparation for the coming Messiah. Preparing peoples hearts and minds for Messiah would be like the leveling of land to build roads for royal communication. Malachi ends with the promise of a prophetic forerunner of Messiah. The angel who tells Zacharias of Elizabeths pregnancy explains that the child will serve in the spirit and power of Elijah.
