The first verse is a woman's solo; she's joined by a second woman for the verse. The chorus then takes over.
I've attributed Emmylou Harris' copyright to this because of the extended measures in the final section. She's not the only person to use a 4/4 2/4, but thanks to her (and it's a good thanks), I can no longer think of the chorus in strict 4/4.
