Written for the 918 Brass Quintet in Tulsa, the tuba player of that group wanted a piece with a tuba solo in the vein of the piccolo obligato from John Philip Sousa's Stars And Stripes Forever. The idea of a march having such a part led to the idea of it being "upside down" where the tuba frequently takes the melody instead of it being persistently in the upper parts. So the melody and harmonic lines get passed around the group throughout in what is otherwise a very typical sounding march.
