The term Ruffles and Flourishes signifies an announcement or presenting of a high ranking official in the U.S. Military. Done using drums or bugles, this call pays respect without ceremony or circumstance and is usually delivered before the official takes the floor to address a congregation. Generals would receive a flourish for each star, the President would receive four.
In the case of this piece, you will picture a war torn battalion of troops returning home after battle. Much like a "When Johnny Comes Marching Home" feel with its own twists, both musically and viscerally.
